The timid Willard, who wants to write a novel, is drawn to a stranger, Robert, in a cafe on the strand at Venice Beach, who promises him a story he can write about the CHASERS, and swears it to be true. As they walk the beach, Willard begins to realize it couldn't possibly be true, even though Robert swears to every word of it. And Robert might be dangerous. The CHASERS, two incredible women - the sexy Lores, and the earthmother, Berta - and two brilliant men - Robert and Arlen Frankenstein - are a clandestine group of ordinary people with extraordinary paranormal abilities who are deployed exclusively to eliminate the HUNTERS who are ruthless killers. Hunters go after especially gifted individuals called VOICERS to kill them at all costs, regardless of collateral damage. The CHASERS' only purpose is to stop the HUNTERS. This assignment is to discover who killed Milan Czarnecki, a Voicer who had mysteriously disappeared. Only a Hunter would kill Milan Czarnecki. But where is the body? Their only lead is the possibility that Russo Varangian's father, a known Hunter, did it. And they have to prove it. Then they could identify Russo Varangian as a Hunter. Varangian's a killer, a racketeer, and a heartless murderer of young women, but is he a Hunter like his father? If he is, then they can proceed to stop him. But what if Varangian isn't a HUNTER? Should Robert stop him anyway? There is every reason to. It violates the protocol of a CHASER to hunt common criminals. There would be consequences. And there is Monte to consider; the only woman Robert has ever loved. She accuses Robert of bullying the bully and rejects him for attracting trouble where ever he goes, which is true.
